Reevaluating Reference Delivery: During the 1990s, many libraries began to reevaluate reference services. As libraries faced decreasing gate counts and increasing traffic to the Internet, it became necessary to think about reference in a new way. The Western New York Library Resources Council (WNYLRC) saw an opportunity to help its member institutions evaluate new forms of reference, and began to pursue the idea of virtual reference.
